Telemedicine: From Anywhere in the World

Telemedicine technology and its mobility is already impacting the future of healthcare. Telemedicine in our mobile environment may be the very best application of the technology because the "facility" was designed around the technology and not as an afterthought or an appendage to an existing concept.

Our units are capable of providing telemedicine support for consultations, radiology and pathology through the use of satellite, cellular or regular telephone service (POTS) connected to one communications system.

Workstations can employ high resolution monitors and are fiber-optic/copper-cable wired for a full local area network (LAN) connecting to a wide area network (WAN) that is neither vendor nor protocol specific or limited to system drivers. The telemedicine and communications capabilities are also adaptable to future systems alleviating issues of component incompatibility and obsolescence, and allowing for video teleconferencing or other input/output device plug-ins for those desiring to install their own electronic devices.

A Single Source for all Related Data

Physicians operating in our mobile facilities can document every patient experience from the first EKG, BP, and O2 during the pre-op experience to anesthesia, environmental, and postoperative notes collection -- storing all information in the patient's electronic single-source permanent record. This combined data will track patient activity and allow for better outcome studies, utilization reviews, and cost/benefit evaluations.

MMIC has developed a sophisticated communications system that is unique for a fixed site…let alone for a mobile environment!

HOSPITAL RENOVATIONS

The disruption of surgical procedures affects a hospital’s market share. Use of MMIC’s Mobile Surgery Units™ preserves market share and revenue.

“It is kind of interesting for us, because we can do a side by side comparison. The [mobile unit] features are newer…equipment is very high tech. I am very pleased to be operating in this unit while we wait for our [surgery center] to undergo renovations…it is a vast improvement …really wonderful.”
- Dr. F. S. Cramer, General Surgeon, Sabine Medical Center, Many, Louisiana

Value Proposition

Hospitals employing MMIC units operate as usual, with no disruption to patient flow or volume, so they maintain a constant, often increased, revenue stream. Further, the MSU™ is reported by its users to be more efficient therefore more cost-effective while contractors work and physicians are operating in the MSU™. Often, there is a complete offset of fees or a construction cost savings equal to the cost of leasing the unit during renovation periods.

PHYSICIAN & HEALTHCARE ORGANIZATIONS

In the United States, a primary application for our mobile facilities are private physicians or healthcare organizations establishing outreach programs that do not necessarily have the patient volume to justify a fixed site facility. By using mobile units, a group of physicians can provide sophisticated high-tech outpatient services in a very efficient manner, and refer the more complicated cases back to the tertiary care facility; a cost-savings approach to traditional healthcare delivery.

Value Proposition

Fixed site facilities are often underutilized but mobile facilities may be shared among various locales to maximize utilization. This result is similar to current practices with mobile MRI and other mobile healthcare delivery units.

Additionally, ambulatory surgery centers offer an inherently lower cost environment than conventional operating rooms that have built-in overhead, including travel expenses for patients to reach a centralized location, as opposed to using our mobile facilities to travel to the outlying sites on a regularly scheduled basis.

CORRECTIONAL INSTITUTION HEALTHCARE DELIVERY

There are some very specific issues that correctional facilities must address in providing quality healthcare to inmate populations. Transportation and security costs are of profound concern when the institution is transporting patients to receive the care at off-site facilities. However, when care is delivered on-site to the patients in our mobile units, security is served more efficiently and the cost of transportation and exorbitant hospital usage fees are significantly reduced.

In response to use of a Mobile Surgery Unit™ at North Florida Reception Center in Lake Butler, Florida “...we have performed over 300 surgeries and have not yet maximized the potential…initially starting out with simple, very safe surgeries…averaging a cost avoidance of approximately $702 per surgery. However, as we increase the complexity of surgeries to things such as arthroscopies our average cost avoidance has increased to... approximately $1,600 per surgery.” John Burke, Chief of Health Services Administration, Florida Department of Corrections

Value Proposition
Currently MMIC is operating an on-site staffed MSU™ at the Central Prison in Raleigh, NC. The correctional facility is enjoying significant cost savings as well as improved community relations as a result of minimizing the risk to the community of an escape as the result of providing on-site healthcare services to inmates.

INTERNATIONAL HEALTH

As medical coverage and social healthcare programs become more developed in the international arena, Emergency Medical Directors, Hospital Administrators, Health Ministries and others responsible for healthcare delivery are recognizing the need to dramatically improve traditional healthcare delivery options and to design new systems that incorporate a higher level of healthcare standards which more directly meet the needs of both the populations to be served and the resources available to fund healthcare delivery programs.

Value Proposition
MMIC has the solutions – and the solutions are mobile and customizable providing Western healthcare delivery “equivalency of care” standards for patients around the world.

DISASTER READINESS / EMERGENCY RESPONSE AND RELIEF

Natural disasters and terrorist activity are at an all-time high. MMIC’s solution is the utilization of mobile units so that when a disaster occurs, high quality medical services can be immediately deployed to stricken areas to address healthcare delivery concerns during that “golden hour” when care is most critical.

MMIC’s units also serve to isolate patients with potentially communicable conditions thereby protecting hospital staff and patients from exposure.

Additionally disaster relief teams can utilize the mobile facilities to train healthcare providers during peacetime, utilizing the very units they will deploy during a crisis, so that when there is a terrorist or disaster situation, personnel are completely ready and trained to use the units fulfilling CME and GME requirements.

Value Proposition
Mobile units serve a dual purpose and the assurance of a trained staff when the units are deployed to provide medical readiness solutions in the event of disaster/emergency situations.

LICENSING AND ACCREDITATIONS

MMIC’s MSU™ was strategically designed to comply with issues of life safety, quality patient care, and compliance with state licensing guidelines and Medicare certification requirements from its inception.

Licensing & State Regulations
To be recognized and operational, healthcare facilities must be:
State licensed; a process whereby designated state employee/consultants tour the physical plant and review the policies and procedures that govern every activity of the facility in detail
Surveyed by the Centers for Medicaid and Medicare Services (CMS), formerly HCFA, to ensure compliance with its policies and procedures

MMIC received CMS approval in October 1997. In March 1998, California officially licensed the first Mobile Surgery Unit™ as a freestanding ambulatory surgery center (ASC); the first time in the history of U.S. healthcare that a Mobile Surgery Unit™ was licensed as a freestanding surgery center.

Since then, Florida has passed legislation allowing Mobile Surgery Units™ to be licensed for use in their Department of Corrections and Virginia now has two operational units. Other states have either reviewed or are in the process of reviewing applications for their specific requirements.

Accreditation for Quality

For further quality assurances, MMIC undertook and passed two national inspections to obtain full healthcare accreditation. The benchmarks that MMIC has achieved for highest quality U.S. standards in mobile facilities include:

Joint Commission on Accreditation of Healthcare Organizations (JCAHO)
Accreditation Association for Ambulatory Health Care (AAAHC)
